Director General opens second UNRRA meeting. Director General Herbert H. Lehman of the United Nations Relief and Rehabilitation Administration, the agency designed to aid millions of persons freed by the Allies from enemy domination, presides over the second session as it opens in Montreal, Canada, on Sept. 16, 1944. Mr. Lehman a former Governer of the eastern U.S. State of New York, hailed the liberation of most of Europe from German aggression and said UNRRA's fight against 'privation, disease and destruction which the enemy has wrought.. is only just beginning'. As part of the session, representatives of the 44 United Nations and associated nations which are members of UNRRA conferred with representatives of the Combined Chiefs of Staff and Combined Resources Boards. The inaugural conference of UNRRA was held 10 months earlier in the U.S.
