Chinese member of UNNRA council speaks at Montreal. Dr. Tingfu F. Tsiang, chief political secretary to the President of the Executive Yuan (governement council), and United Nations Relief and Rehabilitation Administration council member from China, addresses the Chinese community of Montreal, Canada, where UNNRA's second session opened on Sept. 16, 1944. Dr. Tsiang told how UNNRA has planned to facilitiate receif to war-torn peoples, and said completion of China's unification was the most important task facing China. UNNRA's Director General Herbert N. Lehman, former governor of the eastern U.S. State of New York, told the UNNRA council that he was establishing an UNNRA office in Chungking, China, wartime Chinese capital, "to carry on and develop the work that was begun by UNNRA's special mission to China earlier this year".
