Emeis (seated right), of the Netherlands Army, distributes cash and identification tags. Liberated by Allied forces which landed on Netherlands territory in New Guinea on April 22, 1944, the islanders work for a month and then get a week's vacation. Their food is free. During the Japanese occupation the laborers were paid in valueless occupational or invasion money. The Netherlands Indies Civil Administration (NICA) handles the civil affairs of the liberated Netherlands territory, and has opened schools and recruited labor for the resumption of normal life. On July 6, 1944, American forces completed the occupation of important Noemfoor Island, off the northern coast of Netherlands New Guinea.
