Describes Lithuanian antisemitism before World War II, and the relationship of the Lithuanian nationalist movement and its partisan units with Nazi Germany. Details the organization of the German civil administration and those remains of the Lithuanian administration functioning under German occupation. Describes the phases of the persecution of the Jews: "wild" pogroms by Lithuanian partisans; mass executions throughout the summer of 1941; ghettoization and restrictive decrees; forced labor; and, between August 1943-July 1944, liquidation of the ghettos and extermination of the remaining Jews, except for a few deported to labor camps. The 1941 massacres were carried out by Einsatzkommando 3, commanded by Karl Jaeger, together with a battalion of former Lithuanian partisans, the TDA (Tautos Darbo Apsauga). A mobile commando under Joachim Hamann, consisting of a few Germans and a TDA unit under Bronius Norkus, went from village to village massacring entire Jewish populations, at a time when in other sectors the Einsatzgruppen were still killing only men.
