Matus Kugel was born in Minsk, Belarus, on 4 September 1873. In 1902 he married Chaja Rubin in Bialystok, Poland. During the Second World War the couple lived in Nice, France. On 18 June 1942 Matus obtained a diplomatic service passport in Vichy, France, issued to him by the Republic of Liberia, represented by Baron O. de Bogaerde, Minister Plenipotentiary. Thanks to this document Matus and Chaja were able to travel safely to Spain and Portugal.
