The tendencies, aims and activities of the Government in Exile in London 1940-1945 and its political focus can be traced from the written material. The originator of this fonds is the Presidency of the Council of Ministers of the Government in Exile, operating in London between 1940 and 1945. The government was formed mainly from former members of the National Committee, which, after its relocation from Paris, was recognised by the British government in late 1939, and which was given the authority to represent Czechoslovak interests and to arrange everything necessary for the reconstitution of the Czechoslovak army. The Czechoslovak state establishment was represented abroad by the President, the Provisional Government and the Council of State. The Decree of 15 October 1940 on the Provisional Exercise of Legislative Power stipulated that the competence and legislative activity of the Czechoslovak Government would be exercised by the President of the Republic in the form of decrees in necessary cases during the period of validity of the provisional state system abroad. The decrees regulated mainly the specific relations established in exile, but also the situation in post-war Czechoslovakia.
