 The archives was established in 1939 as the Historical Archives of the People's Commission for Ukrainian Internal Matters - UNKVD. In 1941, the archives became the State Archives of the Volyn Region. During the years of the German occupation, 1941-1944, the archives was inactive; the archives includes, however, documentation from the occupation period and regarding the activities of the Organization of Ukrainian Nationalists (OUN) and the Ukrainian Insurgent Army (UPA) in the Volyn region.
 
 This Sub-Record Group includes legal documentation regarding the antisemitic activities of the Ukrainian nationalists from the OUN and the UPA in the Wolyn region of Poland during 1936-1949; reports regarding residents and POWs who were murdered in the region and in its districts and settlements, during the German occupation; reports of the Soviet Extraordinary State Commission, regarding the fate of the Jews in the Wolyn region of Ukraine; official documentation regarding the establishment of the Lutsk Ghetto, 11 December 1941, including investigation reports, lists of people who perished, announcements of the Judenrat and of the regional commissar of Lutsk, regarding anti-Jewish restrictions regarding the Jews' rights, 1941; murder of most the Jews in the municipal prison, 16 February 1942; mass murder, 20 August 1942; murder sites, and mass graves; the number of Jewish residents of Lutsk before the war, and the number of Jewish residents of Lutsk who perished; POW camp in Lutsk, and data regarding the murder of POWs; murder of Jews in settlements in the Wolyn region and in the Olyka, Kowel, Gorokhov, Tsuman, Kozlinitze, Lyubeshov, Golovin, Opalin, Ratno and Podgaytsy districts; dates of the murders and the circumstances regarding each place, murder sites, names and lists of the people who perished, including their numbers; names of Nazi war criminals and Ukrainian collaborators.
